in order to start two (or more) openVPN connections, you shoult add one or more TAP adapter.
- open a CMD with admin right
cd C:\Program Files\OpenVPN\bin
In the folder you will find the useful tapctl.exe
You can list the available adapters:
C:\Program Files\OpenVPN\bin>tapctl.exe list

You can get more detail from openvpn.exe in the same folder:
