in order to start two (or more) openVPN connections, you shoult add one or more TAP adapter.

  • open a CMD with admin right
cd C:\Program Files\OpenVPN\bin

In the folder you will find the useful tapctl.exe
You can list the available adapters:

C:\Program Files\OpenVPN\bin>tapctl.exe list
{9868B66E-E02F-4EA6-9ED8-ED1856B45AF2} OpenVPN Wintun
{B5F08B0B-4D67-4C6F-819D-FC3C99F7FAED} Connessione alla rete locale (LAN)
{F6AC599B-EA63-49E1-AEFB-8D38D13DABB3} OpenVPN Data Channel Offload

You can get more detail from openvpn.exe in the same folder:

C:\Program Files\OpenVPN\bin>openvpn.exe --show-adapters
Available adapters [name, GUID, driver]:
'Connessione alla rete locale (LAN)' {B5F08B0B-4D67-4C6F-819D-FC3C99F7FAED} tap-windows6
'OpenVPN Wintun' {9868B66E-E02F-4EA6-9ED8-ED1856B45AF2} wintun
'OpenVPN Wintun #1' {A39ACB8B-168F-4A98-8963-3800DCD0A4A8} wintun
'OpenVPN Data Channel Offload #1' {CD510937-CA7E-4074-9FEF-555EEFB30065} ovpn-dco

If you wish to add a new ovpn-dco adaptor:

tapctl.exe create --hwid ovpn-dco

Now you should be able to start a second connection
